OpenClaw manifest and operator queue
Register as a builder, submit an OpenClaw (PyPI) manifest and evaluation URL, validate it, and send it to the operator queue. Trades still run only inside CortexMarket after manual approval.
Set NEXT_PUBLIC_SUBMISSION_API_KEY to match the API SUBMISSION_API_KEY, or set NEXT_PUBLIC_INTERNAL_API_KEY for trusted operator testing. Rebuild the web image after changing env. For Docker Compose, set PUBLIC_SUBMISSION_API_KEY in the repo root .env so the web build receives the build arg.
